Business Resources

The Restaurant Revitalization Fund: A new grant opportunity for businesses in the food-service industry. Administered by the SBA. Click here to learn more.

The U.S. Small Business Administration, in consultation with the U.S Department of the Treasury, released the Paycheck Protection Program (PPP) Loan Forgiveness Application and detailed instructions for the application. The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). (NEW- Business Safety Plan): The State has indicated each business will have to develop a safety plan to prevent the spread of COVID-19. 

  • Reopening plans do NOT have to be submitted to state agencies for approval; however, plans should be kept on premise and available for NYS DOH in the event of an inspection.
  • Employers must submit a form to the State affirming they have read and understand the guidelines and will implement them.
  • You may use this safety plan template designed by the state OR develop your own safety plan.

(NEW - Phase One Guidelines): The State has provided specific guidelines that businesses in the Phase One (construction, retail, manufacturing and agriculture) must adhere to. For an overview of those guidelines specific to each sector, click here.

 

Governor Cuomo and his team have unveiled the regional criterion that must be met before a region can proceed with reopening. Read more about those metrics here.

(April 24, 2020): The second CARES Act relief funding bill was passed in the Senate and signed into effect on April 24. For a top-line summary of the funding and allocation of where the $659 Billion relief will be distributed, click here.

 

(April 6, 2020) The UAlbany Small Business Development Center has received additional clarification on the eligibility and requirements of both the Economic Injury Disaster Loan Program (EIDL) and the Paycheck Protection Program (PPP)

(Effective March 27 at 4 p.m.) The CARES Act (Coronavirus Aid, Relief & Economic Security) was just passed by the House.  For a complete breakdown of the impact and implications this aid will provide to Small Businesses, click here.

Governor Cuomo has announced he is mandating that any non-essential business across New York must have 100% of their workforce work from home. (Effective March 20 at 11a.m). These mandates have been extended and will remain in effect through at least May 15, 2020.

The Small Business Association (SBA) has announced they will be offering up to $2 Million in disaster assistance loans to qualifying small businesses and non-profit organizations. For qualifications and more details, click here.

As the EIDL applications continue to surge, the Office of Disaster Assistance has provided an alternate method for applicants to submit and upload forms while the application portal is down for maintenance. Click to access PDFs and see where you would upload completed forms.

(Effective March 18) Governor Cuomo has announced Paid COVID-19 Sick Leave.

  • The new law guarantees job-protected paid leave to workers who are subject to a mandatory or precautionary order of quarantine or isolation for COVID-19, issued by the state of New York, the Department of Health, local board of health, or any government entity duly authorized to issue such order, or whose minor dependent child is under such an order.

 The U.S. Department of Labor has issued guidelines on the Family First Coronavirus Response Act (Passed March 18) and goes into effect on April 1, 2020. Read the guidance here. In addition, The Department of Labor (US and NYS) have guidance on FMLA, PFL and unemployment insurance:

  • The U.S. Department of Labor has issued a series of Q&As on the impact of the Family and Medical Leave Act (FMLA) amid the COVID-19 pandemic. For a downloadable version you can use in your workplace, click here. 
  • The New York State Department of Labor has released new mandates and revised schedule for individuals who need to file for unemployment insurance. Click here for more information. NEW: NYS has waived the 7 day waiting period for unemployment insurance. 
  • The New York State of Department of Labor has a FAQ fact sheet regarding the Shared Work Program which gives employers an alternative to laying off workers during business downturns by allowing them to work a reduced work schedule.

  • Facebook announced a new program (on 3/17) where they will be offering up to $100 Million in cash grants and ad credits to small businesses disrupted by the COVID-19 pandemic. For more details on the program and qualifications, click here.
  • The Community Loan Fund of the Capital Region is developing emergency loan funding for their clients
  • The United Way of the Greater Capital Region and The Community Foundation for the Greater Capital Region have created The Capital Region Community COVID-19 Response Fund which aims to provide flexible resources to 501c3 organizations in our region working with communities who are disproportionately impacted by Coronavirus and the economic consequences of this outbreak.   • The New York State Business Council has created  series of memos that employers can share with their employees.   • Empire State Development (ESD) of New York is encouraging and accepting any COVID-19 related questions from the business community. Submit your questions here.
  • The NY Attorney General is currently accepting submissions for suspension of state-related debt collection. For more information, qualifications and the application, click here.
  • The New York State Department of Health has released a new set of guidelines for retail stores to follow to provide a thoroughly sanitized storefront for customers. Read and download the guide here.

Local & Statewide Impact

  • The Department of Tax and Finance has released its guidelines regarding abatement of interest on quarterly and annual sales and use tax filings and remittances with a due date of March 20, 2020, for those who were unable to timely file and pay as result of the COVID-19 virus.
  • New York State and the Federal income tax filing deadline has been moved to July 15 from April 15. Read more here.  Please note, this comes from the Govenor's press conference and guidance on details are forthcoming. The tax filing extensions are for 2019 taxes only. To date neither the IRS nor New York State has announced extensions to file and pay 2020 estimated income tax payment.
  • The New York State Department of Health is offering an up-to-date breakdown of the confirmed cases of COVID-19 in counties across the state. For the latest figures, click here.
  • Rensselaer County has enacted new protocols to visitation of county facilities (as of March 12) click here for more.
  • The City of Troy has announced suspended metered parking in downtown Troy effective March 17. Read the full set of guidelines here.
  • The City of Troy has announced city-owned playgrounds and basketball courts will be closed effective March 24. City Parks are still open and remain accessible. More information here.
  • National Grid is temporarily suspending collections-related activities, including service disconnections, to lessen any financial hardship the COVID-19 pandemic may have on our customers. These policies are effective immediately and will be in place through the end of April. More information here.

Mental Health Resources

In these unprecedented times of heightened isolation and anxiety, it is of paramount importance that we monitor and prioritize our mental health. 

  • The New York State Department of Health's Office of Mental Health has released a series of basic mental health guidelines for everyone managing the stress of the COVID-19 pandemic. Read and distribute their advice here

  • Telemedicine Services powered by United Concierge Medicine: CDPHP, MVP and Blue Shield are offering telemedicine benefits at no cost for visits related to COVID-19.  ER Anywhere App: New ER Anywhere App being provided by CDPHP and MVP in conjunction with United Concierge Medicine to provide members free/no-cost access to telemedicine services to prevent the spread of Coronavirus.
